Who creates ETFs?
A prospective ETF manager or sponsor files a plan with the U.S. Securities and Exchange Commission (SEC) to create an ETF. Upon approval, the sponsor forms an agreement with an authorized participant, generally a market maker, specialist, or institutional investor, who will create and redeem ETF shares.

The ETF creation and redemption process takes place in the primary market between the ETF sponsor and authorized participants (APs). APs are US registered, self-clearing broker-dealers, who regulate the supply of ETF shares in the secondary market.
A market maker, sometimes called a designated broker (DB), is a broker, dealer or investment firm that plays an essential role in how an ETF trades and ensures the continued and efficient exchange of securities between buyers and sellers.

ETF shares are created when an AP submits an order for one or more creation units. A creation unit consists of a specified number of ETF shares, generally ranging from 25,000 to 250,000 shares. The ETF shares are delivered to the AP when the specified creation basket is transferred to the fund.

The single biggest risk in ETFs is market risk. Like a mutual fund or a closed-end fund, ETFs are only an investment vehicle—a wrapper for their underlying investment. So if you buy an S&P 500 ETF and the S&P 500 goes down 50%, nothing about how cheap, tax efficient, or transparent an ETF is will help you.
Exchange-traded funds work like this: The fund provider owns the underlying assets, designs a fund to track their performance and then sells shares in that fund to investors. Shareholders own a portion of an ETF, but they don't own the underlying assets in the fund.
ETFs do not involve actual ownership of securities. Mutual funds own the securities in their basket. Stocks involve physical ownership of the security. ETFs diversify risk by creating a portfolio that can span multiple asset classes, sectors, industries, and security instruments.
State Street Global Advisors manages the fund's portfolio and maintains its strategy. The fund's portfolio consists of a basket of stocks that are designed to replicate the performance of the S&P 500® Index.
The SPDR S&P 500 ETF is the world's largest ETF and tracks the performance of the S&P 500 stock market index. Initially known only as the Standard & Poor's Depositary Receipts, it was launched in 1993 by State Street Global Advisors, an asset management company based in Boston, Massachusetts.
While they can be actively or passively managed by fund managers, most ETFs are passive investments pegged to the performance of a particular index. Mutual funds come in both active and indexed varieties, but most are actively managed. Active mutual funds are managed by fund managers.
For instance, some ETFs may come with fees, others might stray from the value of the underlying asset, ETFs are not always optimized for taxes, and of course — like any investment — ETFs also come with risk.
It generally takes 4-6 months to register an ETF. Much of this time is dedicated to the SEC review process and the exemptive relief application process.
Experts agree that for most personal investors, a portfolio comprising 5 to 10 ETFs is perfect in terms of diversification.
Basic trading choices for ETFs or stocks
You place an order with your broker or online to buy, say, 100 shares of a certain ETF. Your order goes to the stock exchange, and you get the best available price. Limit order: More exact than a market order, you place an order to buy, say, 100 shares of an ETF at $23 a share.
How much does it cost to launch an ETF?
Startup Costs: About $2.5 million needed to acquire assets for the fund. The initial investment to kickstart an ETF for acquiring the underlying assets is very high. This significant amount is necessary to establish a solid foundation for the fund and to comply with regulatory requirements for asset backing.
